Will supervise support for FEMA's financial management system, focusing on Information Technology General Controls (ITGC) and related agency systems operations.

Duties

What will I do in this position if hired? In this position, you will collaborate providing administrative and technical supervision necessary for accomplishing activities and

assigned functions of the Financial Systems Sustainment Branch. Evaluating the performance of subordinate staff, making recommendations on the selection of subordinate positions, resolving problems between subordinate staff, recommendation promotions, recommending disciplinary actions, approving leave, and approving expenditures for training and travel. Typical assignments include:

  • Leading the formulation and evaluation of procedures, recommending improvements to management for a stronger internal control environment.
  • Establishing and communicating performance expectations through the formal employee performance management system.
  • Providing professional support to the Financial Systems Sustainment Branch, ensuring compliance with DHS's 4300A and IT general controls (ITGCs).
  • Coordinating all external and internal audit needs of the branch.
  • Ensuring that accurate, concise, and timely information is available to the agency, division and auditors including DHS, FEMA, and The Office of the Chief Financial Officer among other customers. Reviewing submissions for substance, conformance with instructions, completeness, accuracy, and authorizations.

QualificationsCurrent Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Providing expert advice on financial policies, regulations, and quality assurance to develop and maintaining financial procedures and related administrative systems; and
  • Managing human resource and administrative functions and establishing guidelines and performance expectations for staff members being supervised; and
  • Exercising initiative and independence judgment in the planning, analyzing, coordinating, evaluating, and directing the development of priorities, performance metrics, and performance for goal objectives.
